Raffle Rules
- The nonprofit organization "Am Yisrael Chai" no. 11-3618003 (registered in 2001 in the UnitedStates) is a tax-exempt nonprofit organization in the United States (501c3) (hereinafter: "the NPO"), is holding a raffle sale, all of the profits of which shall be devoted to maintaining and promoting the NPO's activities and goals.1.1*Please note: Raffle ticket purchases are not tax-deductible
- "The Sale" / "the Raffle": A raffle of one apartment, located in the “Lev Ha’Ir-Jerusalem” project,9th floor, apartment #55, plus a parking spot and storage room (on the minus 4 level), between the Participants who will donate to the NPO as set out in these Rules.
- "The Prize":
1. "The Apartment"-as listed above in paragraph
2. One apartment will be raffled off overall subject to the sale of a minimum number of tickets in the Raffle as specified below.
3. A winner who is not entitled under Section 4B of the Law of Return, 5710-1950, will not receive the Apartment, but rather, a "prize alternative" of $600,000 only.
4. For any reason, should the winner not want the apartment, the “prize alternative” of$600,000 cash will be awarded to the winner. This is subject to the sale of a minimum number of tickets in the Raffle, as specified below. - The tickets sales for the Raffle are subject to the monitoring and review of our accountant. The actual Raffle drawing will be supervised by a neutral third-party Supervisor.(hereinafter: "theSupervisor").
- Ticket sales will take place G-d willing commencing on September 8, 2024 at 00:00 EST (USA) until March 2, 2025 at 23:59 EST (USA) (hereinafter: "the Sale period” or “Raffle Period").
- "The Raffle Date": The Raffle drawing shall be held on March 3, 2025–3.Adar.5785.
- "The Raffle Website": The RaffleParticipants shall be referred to clearing websites at https://thedreamraffle.org or another website as directed by the clearing website. Participation Terms and Raffle Procedure:
- Participants must be 18 years of age or older in order to participate in the Raffle.
- The Participant and/or one who wishes to participate in the Raffle hereby affirms through his participation that he has read the Raffle Rules, and accepts its provisions.
- Participation in the Raffle is conditional upon proper registration and filling out the information form in full on the Raffle Website, as set out and as required by the Raffle guidelines provided at the time of registration.
- Participation in the Raffle is subject to purchase of at least one ticket at full price (see Section 24).
- The NPO may decide to extend the period of the ticket sales without prior notice, and at its sole discretion.
- Upon purchasing a Raffle ticket on the Raffle Website, the Participant automatically accepts the terms of the NPO's website. In the event of any contradictions or discrepancies between NPOWebsite’s Rules and any other publication marketing the Raffle sale, whether via written or broadcast advertisement, the provisions of the NPO Website’s rules shall supersede any other rules.
- The Raffle Rules which utilize the masculine gender, is for convenience purposes only and applies equally to the feminine gender as well.
- All Raffle Participants hereby confirm that he agrees to the Raffle Rules, and releases the NPO from any demand, claim, or liability connected directly or indirectly with the Raffle, without exception.
- Participants in the Raffle Sale must enter all data indicated as mandatory when registering for the Raffle.
- “Purchasing and Canceling a raffle ticket”
1. To purchase a Raffle ticket, the amount of the participation ticket fee will be paid by the Participant by entering his credit card or PayPal information directly on the Raffle Website.
2. If for any reason, the buyer of a ticket should desire a refund, an email communication must be sent toShmuel@TheDreamRaffle.comclearly indicating that a refund is being requested. The sale will then be canceled, the ticket nullified, and all money refunded. Puchases may be nullified up to 30 days after the purchase, until March 2, 2025 at 11:59pm EST (USA), the day before the official Raffle drawing.
3. No refunds will be allowed after the winning ticket has been selected. - Each ticket will entitle the purchaser to one equal chance of winning.
- The NPO shall be entitled to carry out the Raffle either via digital means or may print the tickets and draw from a physical Raffle box, subject to appropriate standards of transparency and supervision.
- In the event that one has donated a number of times, each donation will be deemed an additional right to participate in the Raffle.
- Examples of Raffle ticket prices are listed below, for illustrative purposes only:
1. 1 ticket - $ 200
2. 2 tickets - $360
3. 3 tickets - $ 525
4. 7 tickets - $ 1,100
5. 10 tickets - $ 1,400
6. 18 tickets - $ 2,000
7. 25 tickets - $ 2,500
8. 50 tickets - $ 3,600
9. 100 tickets - $5,400 - The NPO may change the prices of the tickets from time to time at its sole discretion.
- Minimum sale of tickets for the Apartment is 7,000 tickets. The NPO undertakes to hold the Raffle for the Apartment only upon completion of the sale of at least 7,000 tickets. In the event this objective is not achieved, the NPO shall act as set forth in Section 29 of these Rules. (Note: ALL previous Dream Raffles, since the beginning of this concept in 2018, have sold over 10,000 tickets)
- The NPO may hold a special sale as part of the Raffle, to distribute free tickets to donors/ purchasers under certain conditions (e.g., 1+1 for free) as defined in the Raffle advertisements, while giving equal and fair opportunity to all Participants.
- Regarding Sections 26 and 27 of these Rules, tickets that will be distributed free of charge as part of the sale shall not be counted as part of the minimum quota required for the purpose of carrying out the Raffle of the Apartment.
- If the goal of ticket sales in the minimum number of tickets for the Apartment (7,000) is not achieved, a Raffle will be held whereby a single winner will receive 50% of the actual proceeds from the Raffle (that is, not including tickets distributed free of charge as part of the sale). The aforesaid shall be carried out in accordance with the reports of the NPO's accountant, after the deduction of $200,000 to cover the NPO's expenses in organizing the Raffle.
Locating the Winners and Redeeming the Prize - The Raffle shall be carried out by drawing notes with information of the Participants and/or by other electronic means, in accordance with the guidelines of the Raffle Supervisor in a random, transparent, and fair manner.
- Only one Participant shall be declared the winner (hereinafter: "the Winner").
- The NPO will publish the winning numbers on the Raffle Website at www.TheDreamRaffle.com.
- The winners must contact the NPO at the number516-656-1000 (USA)during normal working hours, or by email,info@TheDreamRaffle.comin order to redeem the Prize.
- Once the winner makes contact, the NPO and/or anyone acting on its behalf shall perform a verification of the winning information with the candidate, for the purpose of distributing the Prize.
- The Participant whose ticket number was drawn shall present his Identification to the NPO, who shall affirm the Raffle Winner’s identity.
- The award is specific to the winning Participant only, and may not be transferred to a third-party Participant or non-Participant. Receipt of the award is contingent upon winning of the Prize and fulfillment of all the following conditions (hereinafter: "the Conditions"):
1. The Participant shall present all identification documents required by the Raffle Rules for the purpose of verifying his win. If the Winner fails to provide the required information and/or documents within thirty (30) days, the NPO may cancel his win and hold a new drawing (as explained in paragraph 36 below).
2. The Winner shall cooperate in all that which is necessary in order to transfer ownership of the Apartment to his name. If a Participant fails to do what is required for this purpose within ninety (90) days, the NPO shall be entitled to cancel the award and hold a new drawing.
3. The Winner must comply with all the terms stated in the Rules.
4. The Winner is required to sign a release document, which is attached hereto as Appendix A, within forty-eight (48) hours from the date of being contacted (hereinafter: "the ReleaseLetter"). - In the event the Winner is disqualified for having not made timely contact with the NPO, or for any other reason as stated in these Raffle Rules, a new drawing shall be held, the timing of which shall be held at the discretion of the NPO. The same rules and guidelines set forth in regard to the initial Raffle Drawing shall apply equally to any subsequent drawings.
- "Making Contact": This consists of conducting an actual conversation with the Winner, as per the information provided by the Participant when registering for the Raffle. The NPO and/or anyone acting on its behalf shall not leave notice for the Winner regarding his winning, and shall not pose questions in regard to the Raffle to anyone other than the Winner himself. After contacting the Winner of the Prize, the date of delivery of possession of the property will be coordinated with him, or he will be requested to arrive at the offices of the NPO or any authorized party acting on their behalf on a date to be determined and notified thereof. A Winner who has not been located within thirty (30) days of the drawing shall be disqualified as winner, and shall not be entitled to any compensation. The Prize and the Manner of its Redemption
- The NPO has a reasonable presumption that all Participants are 18 years of age or older, and has a legal presumption of being competent to independently engage in the purchase of a Raffle ticket.
- Subject to the Winner's compliance with the terms of receipt of the Prize, the winner and the NPO shall coordinate with each other directly.
- A Prize Winner who waived the Prize, or did not meet the conditions of receipt of the Prize in accordance with these Raffle Rules, shall be precluded from raising any objection, claim or demand against the NPO or anyone acting on their behalf for withholding the Prize.
- The Prize winner shall be precluded from assigning or transferring the Prize to another, nor shall hebe entitled to convert it into money or money equivalent in order to receive a credit or other replacement, unless done with the full consent of the NPO.
- Without derogating from the provisions of these Rules and the provisions of any law, the NPO shall be entitled not to deliver the Prize to any Participant who has obtained it illicitly or by means of an unlawful act.
- The NPO will do everything in its power to effect transfer of the ownership of the Apartment into the name of the Winners no later than 12 months from the date of the Raffle drawing, provided that the Winner fully cooperated with the NPO in doing what was necessary to receive the Prize.
Disclaimer - The responsibility for providing the information falls exclusively upon the Participant, and the NPO shall bear no responsibility regarding the correctness or accuracy of the information provided as aforesaid.
- In the event of a breach of these the Raffle Rules or Raffle Website rules by the Participant in having provided incorrect or inaccurate information to the NPO and or any employee or subsidiary, shall be subject to disqualification and termination of his award, and the NPO reserves the right to hold a new Raffle Drawing. The Participant accordingly waives in advance any claim against the NPO and their subsidiaries, in connection with the above.
- Only Participants who have actually paid shall be eligible to participate in the Raffle.
- A Participant acting in someone else’s name shall be deemed ineligible to win the Raffle.
- Since the Raffle is based on computer programs that are vulnerable to error or malfunction, the NPO cannot guarantee that such malfunctions will not happen. In the event of such a malfunction, the Participant waives any and all claims against the NPO for any such malfunctions.
- It is expressly stated and understood that participation in the Raffle is for amusement purposes only.
- The NPO, its management, employees, and anyone acting on its behalf shall not be responsible for any malfunctions in the event of faulty performance of the services connected with the Prize supplier or due to other factors unrelated to the supplier or other unavoidable events.
- The NPO may stop at any time and immediately, for any reason, at its sole and absolute discretion, the Raffle, in whole or in part, and/or change its terms, in a notice to be published on the RaffleWebsite. It is agreed that such notice shall serve as sufficient and appropriate notice and the Participants waive any claim regarding the termination or alteration of the terms of the Raffle.
- Participation in the Raffle constitutes confirmation by the Participant of the entry of his name into the NPO's database. By updating his information, the Participant agrees that the NPO will be entitled to make use of the information provided by the Participant in order to update the data base of the NPO for the purpose of future sales and advertising campaigns, as may be in the future, from time to time.
- The NPO reserves the right to delay the delivery of the Prize for any reason beyond its control.
- The NPO, its employees, and its subsidiaries are not responsible for the quality, orderliness and nature of the prizes. It is therefore understood by the Participants that the Prizes provided by the NPO are transferred to the Winners in the same condition as received by the NPO ("as is") and that there is no obligation by the NPO to ensure that the Apartments are turned over in a particular condition or without defects, or resembling the Participants’ aesthetic expectations.
- In the event of a malfunction of any kind, including but not limited to the website promoting the Sale, which may or may not have a direct or indirect effect on the proper conduct of the Sale the Participants shall make no claims against the NPO or its subsidiaries.
- The NPO, its employees, subsidiaries, or anyone acting on its behalf shall not bear no responsibility to indemnify any Participant, should there be any direct or indirect damages, including, but not limited to, consequential or tax damages incurred by him as a result of his participation in the Saleand his win.
- In the event of a malfunction and/or error in the Sale system, the NPO shall be entitled, at its sole and absolute discretion, to cancel the Raffle, the Prize distribution, or any other action to mitigate the circumstances, and will communicate with the Participants accordingly.
- In the event of any delay or disruption to the Raffle process as a result of a natural disaster, war, or any other disruptions beyond the control of the NPO, affecting telephone and computer communications systems or force majeure, shall not be considered a breach of the Raffle Rules, and shall not be entitled to any claims, reliefs, or right to a remedy.
- In the event that the NPO shall reasonably suspect that a Participant or his agent has entered the Sale system and/or made any changes to the database in the Sale system and/or acted in any other way to violate the data systems of the NPO shall be immediately disqualified from the Raffle, and shall receive no refunds. Furthermore, in the event it is verified that a Participant has engaged in such illicit behavior, the offending Participant may be prosecuted to the fullest extent of the law.
- The NPO records of the Sale system shall constitute decisive evidence in all matters related to the delivery and/or reception of information.
- Participants waive any and all claims as to the correctness or accuracy of information collected by the NPO, that were accepted in the system over the course of the Raffle.
- The Rules of this Sale shall be found on the NPO website.
- Participation in the Raffle is forbidden to the employees of the NPO and the Raffle Supervisor, as well as to any of their assistants, employees, directors, partners and immediate family members(consisting of spouses and children of Participants) of all the aforementioned.
- Any issue that lack clarity, that are not clarified by these Raffle Rules shall be brought to the attention of the NPO, who shall seek a mutual resolution to the issue. In the event of any dispute that may arise pertaining to the Raffle, the Parties mutually agree that it shall be brought before the Rabbinical Council of America (“RCA”), located at 305 7th Ave 12th floor, New York, NY 10001 for binding arbitration of the dipute. The parties accordingly agree to be bound by any decisions the RCA may accordingly render, and recognize that all decisions of the Rabbinical panel shall be final.
Appendix A
Affidavit - Receipt, Confirmation and Release Letter

I am aware that the responsibility for the orderliness and physical condition of the prize rests exclusively with the prize supplier, and does not apply in any way to the NPO. I hereby provide my consent to the publication of my name and photograph regarding my win.I, the undersigned, declare and confirm that I have will pose no objections, nor make any claims against the NPO or its representatives or assigns in connection with my win to include any legal and/or tax consequences that emanate from my win.
I hereby release the NPO of any potential liability or claims that I may incur as a result of the redemption of the prize, including, but not limited to, any financial or tax consequences, or physical damages, which may result, directly or indirectly, from the redemption of the prize and resulting change in my economic circumstances.
I hereby affirm that I am not an employee or family member of an NPO Administrator or Employee.
